— In Code of 1886, § 2790, is this language: “The proceedings of any legislative body purporting on the face of the book to be printed by authority of the government, State or Territory, are evidence without further proof.” A book published in St. Paul, Minnesota, in 1879, was offered in evidence to prove the statute law of that State.
