MEMORANDUM OPINION
ROYCE C. LAMBERTH, Chief Judge.
Before the Court are three substantive motions: plaintiffs Motion [26] for Leave to Amend the Complaint, plaintiffs Motion [38] to Compel Appearance of Rule 30(b)(6) Designee in Washington, D.C., and plaintiffs Motion [40] to Compel Discovery Responses. As detailed below, the Court will grant plaintiffs Motion [26], grant plaintiffs Motion [38], and deny without prejudice plaintiffs Motion [40].
