This case comes before the Court on Plaintiff Charles L. Hill, Jr.’s Motion for a Temporary Restraining Order, or in. the Alternative, a Preliminary Injunction [2]. On May 19, 2015, Plaintiff filed this action in federal court, seeking to (1) declare an SEC administrative proceeding unconstitutional, and (2) enjoin the administrative proceeding from occurring until the Court issues its ruling.
