MARTIN, Chief Judge.

Plaintiff appeals from an order allowing defendants’ motion to dismiss his complaint and denying plaintiffs motion to amend the complaint. We affirm.

On 4 March 2004, plaintiff filed a complaint in Jackson County District Court alleging claims against the Jackson County School Board (“School Board”), the Jackson County Board of Education (“Board of Education”), individual School Board members in their official capacities, and Superintendent C.E.
