This case deals with the United States Department of the Navy’s (“the Navy”) decision to reject the 2012 recommendation of the Physical Disability Board of Review (“PDBR”), undertaken pursuant to the Wounded Warrior Act of 2008, to increase the plaintiffs disability award.
