WISEMAN, Chief Judge.
This action was brought by plaintiffs, former employees of a capacitor manufacturing plant located in Waynesboro, Tennessee (Waynesboro Plant) and their families, against defendants Jack E. Ravan, Regional Administrator of the Environmental Protection Agency (EPA), Emhart Industries, Inc. (Emhart), and Duracell International, Inc. (Duracell).
