MEMORANDUM OPINION

AMY BERMAN JACKSON, District Judge.

Plaintiff Christopher Soghoian, proceeding pro se, brings this action against defendant United States Department of Justice (“DOJ”) under the Freedom of Information Act (“FOIA”). 5 U.S.C. § 552 (2006). Plaintiff seeks an injunction compelling DOJ to release all documents pertaining to certain federal law enforcement electronic surveillance practices.
