This is an appeal by plaintiff, Annette I. Kashif, from a judgment of the Ohio Court of Claims, finding in favor of defendant, Central State University, on plaintiffs claims for breach of contract and promissory estoppel.

In 1994, plaintiff held a tenure-track position as an associate professor at Albany State University. During the summer of 1994, Dr. Jerry Scott, the chairman of defendant’s department of education, contacted plaintiff regarding a position available at Central State University.
