In Docket No. 314361, the Michigan Public Service Commission (PSC) issued an order approving the application of Consumers Energy Company (Consumers) for a power supply cost recovery (PSCR) reconciliation for the 2010 calendar year. Relevant to this appeal, it approved Consumers’ payments to biomass merchant plants (BMPs) of $10,566,059 for capped excess fuel and variable operation and maintenance costs, but denied the request of T.E.S.
