Plaintiff Pearl Gaither (“Plaintiff’), the representative of the estate of Mikal R. Gaither (“Gaither”), brings this action against the District of Columbia (the “District”) and a series of individual defendants seeking damages in connection with Gaither’s fatal stabbing while he was incarcerated pending sentencing at the District’s Central Detention Facility.
