On September 26,1881, a corporation was formed under the laws of the State of Wisconsin, called the Chicago, Freeport and St. Paul Railroad Company, for the purpose of building a railroad from the boundary line between the States of Wisconsin and Illinois, in a northwesterly direction, to the eastern boundary line of the State of Minnesota.
