Los tribunales, en ocasiones, han actuado con un gran grado de habilidad en sus esfuerzos por encontrar alguna justificación para arrancar de las palabras de un estatuto un significado no expresado literalmente, para poder escapar de consecuencias consideradas como absurdas o severas. Pero la aplicación de este principio se aproxima tanto a las fronteras entre el ejercicio del poder judicial y el del poder legislativo, que se requiere una gran cautela y circunspección para evitar que se lleve a cabo una usurpación del poder…
