Plaintiff Link Telecommunications, Inc. (“Link”) is a Maryland corporation which does technical and business consulting work for the wireless communications industry. On August 5, 1999, Link filed a nine count complaint in the Circuit Court for Anne Arundel County (“the St^te Court”). Link Telecommunications, Inc. v.
