I. INTRODUCTION

This is an administrative appeal by the Ninilchik Traditional Council, Alaska Center for the Environment, Greenpeace, Trustees for Alaska, Kenai Peninsula Fishermen’s Association, and United Cook Inlet Drift Asso*1209ciation (eolleetively NTC). They oppose the decision of the Department of Natural Resources (DNR) to proceed with Oil and Gas Lease Sale 78 (Sale 78 or Sale).
