The primary purpose of this petition is to secure a writ of mandamus directing the mayor to submit to the city council a so called substituted or amended budget providing for increased salaries and wages to all employees of the city for the year 1945 in accordance with an ordinance finally passed by the city council over the mayor’s veto on January 11, 1945. The petitioners appeal from the sustaining of a demurrer.
