MARTIN, Circuit Judge:

Petitioner John Wayne Conner, a Georgia prisoner on death row, appeals the District Court’s denial of his petition for a writ of habeas corpus. This is the second time we review the District Court’s denial of Mr. Conner’s habeas petition. See Conner v. Hall, 645 F.3d 1277 (11th Cir.2011).
