In this government contract action, plaintiffs, Adrienne Village and 21 other developers of rental housing projects located within the jurisdiction of the Ninth Circuit, seek back rent payments for housing units rented to low-income families pursuant to Section 8 of the United States Housing Act of 1937, as amended, 42 U.S.C. § 1437f (the Housing Act).
