I. NATURE OF CASE
Owners of real property around Johnson Lake associated to form a sanitary and improvement district (SID) under Neb. Rev. Stat. § 31-727 (Reissue 1998) for the purpose of installing a sewer or water system. After notifying real property owners within the proposed district and obtaining signatures on the articles of association, the petitioners asked the district court to establish the proposed SID.
