{¶ 1} This is an appeal of a public-records mandamus case filed initially in the Twelfth District Court of Appeals in Clermont County. Appellant, Mark Miller, asserts that he made a public-records request of appellees, the Ohio State Highway Patrol and its employee Jeff Maute (collectively, “the Patrol”), seeking records related to traffic incidents involving a particular trooper.
