Missouri inmate Paul Anderson appeals the district court’s 1 denial of his petition for a writ of habeas corpus under 28 U.S.C. § 2254. He argues that he is entitled to federal habeas relief because his trial counsel was ineffective for failing to cross examine a witness regarding the witness’s agreement to testify in exchange for leniency, and because his appellate counsel was ineffective for failing to argue that the government’s failure to disclose that agreement violated Anderson’s right to the disclosure of material exculpatory evidence under Brady v.
