TATEL, Circuit Judge:

Appellants, companies holding federal leases for oil and gas production on the outer continental shelf, seek credits for hundreds of royalty overpayments made between 1990 and 1994. The Department of the Interior is withholding the overpayments pending resolution of its claims that the companies owe money from earlier royalty underpayments.
