Memorandum: On January 12, 1978 respondents instituted this article 78 proceeding in the nature of prohibition, seeking an order dismissing the complaints of employment discrimination filed against them by complainants, Marie E. Fitzhugh, Irvin A. Gill, and Robert M. Zieglar.
