MEMORANDUM OPINION

Neil Campbell is an Australian citizen who was a senior construction manager associated with the International Organization for Migration (“IOM”) in Afghanistan, working on contracts funded by the U.S. Agency for International Development (“USAID”). He is charged in a one-count Indictment with solicitation of a bribe by an agent of an organization receiving more than $10,000 in federal funds, a violation of 18 U.S.C. § 666(a)(1)(B) (“§ 666”).
