I dissent. I think the majority members of this Court in subscribing to the prevailing opinion fail to comprehend the extent of the jurisdiction of the Public Service Commission to supervise and regulate public utilities in Utah, and I think by means of an improper and erroneous interpretation of Section 76-6-16, R. S. U. 1938, the so-called “limited review statute,” they fail to comprehend the extent of the obligation imposed upon this Court to review the acts of the Commission.
