OPINION

LAURA CARTER HIGLEY, Justice.

In this governmental immunity case, United Water Services, Inc. (“United Wa ter”) appeals the trial court’s order granting the City of Houston’s (“the City”) plea to the jurisdiction. Of the two issues presented by United Water in this breach of contract case, the dispositive issue that we address is whether article II, section 1 of the City’s charter expressly and unambiguously waives the City’s immunity from suit.

We reverse and remand.
