WILKINS, Circuit Judge:
The Former Special Project Employees Association1 and its 57 individual members (collectively employees) appeal the judgment of the district court dismissing their complaint against the City of Norfolk, Virginia seeking declaratory and injunctive relief under the Demonstration Cities and Metropolitan Development Act of 1966, 42 U.S.C.A. §§ 3301, et seq. (West 1977) (Model Cities Act),2 and 42 U.S.C.A. § 1983 (West 1981).
