This case interprets the Whistle-blowers’ Protection Act and, more specifically, addresses the following issues:(a) What is the relationship between the act and the collective bargaining process including the arbitration of labor grievances?(b) Must an employee be denied a contract right before he or she may invoke the protection of the act?(c) What facts must be established in order to state a prima facie case under the act?
