BACKGROUND:
On June 14, 1999, plaintiff Nicholas R. Cipriani filed a complaint against defendants pursuant to 42 U.S.C. §§ 1983 and 1985, the Pennsylvania Whistleblower Law, 43 Pa. Stat. Ann. §§ 1421 et seq., the Age Discrimination in Employment Act (ADEA), 29 U.S.C. §§ 621 et seq., the Pennsylvania Human Relations Act (PHRA), 43 Pa. Stat.
