OPINION
McMURRAY, Judge.
These cases have been consolidated for purposes of appeal. The issues are identical. For purposes of simplicity, the parties will be referred to as plaintiffs and defendants.
Generally stated, the plaintiffs allege that their residence was flooded and damaged because of a change in surface water drainage caused by the development of the adjoining properties by the defendant.
