The City of Warrensburg, Missouri (hereinafter “City”) appeals the trial court’s order granting RAS Investments, Inc. (hereinafter “RAS”) a writ of mandamus to compel City and its officials to issue a license to sell liquor by the drink and liquor by the drink on Sunday in City (hereinafter “Restaurant bar license”).
