T1 This case requires us to determine whether defendants, the City of Colorado Springs and the Title Board, an entity of the City of Colorado Springs (collectively the City), may enforce a city ordinance requiring - that any citizen-initiated proposal to amend the city's charter contain only one subject (the single-subject rule).
