The petitioner avers that he is unlawfully restrained of his liberty by Stanley Rogers, sheriff of Oklahoma county, and Boone B. Arthur, extradition agent of the state of West Virginia; that the cause of1 said restraint is that petitioner was arrested and is detained under a charge of being a fugitive from justice.
