Petitioner, Miguel Padilla Palacios, appeals the district court’s denial of his petition for a writ of habeas corpus filed pursuant to 28 U.S.C. § 2255. We affirm the district court.

Background

In May 1987, petitioner was apprehended on a boat which was transporting approximately 2791.4 pounds of cocaine from Colombia to the United States. Petitioner pled guilty to possession with intent to distribute controlled substances on board a vessel in violation of 46 U.S.C. App. § 1903 and 18 U.S.C. § 2.
