These consolidated cases present challenges to the legality of the Office of Personnel Management’s proposal to publish a Federal Personnel Manual issuance on labor-management relations. Various labor organizations filed suit in the United States District Court for the District of Columbia challenging the authority of the Office of Personnel Management (“OPM”) under the Civil Service Reform Act of 1978, 5 U.S.C. § 7101 et seq.
