This action, as appears from the transcript of record, was commenced by the service of the summons and complaint on or about the 17th day of October, 1933, by which the plaintiff-respondent assails the constitutionality of certain parts of that certain Act passed by the Legislature at its regular 1932 session, approved on the 4th day of April, 1932 (27 St. at Large, p. 1381).
