The plaintiff is before the court by virtue of a special jurisdictional act** authorizing the court to hear, determine, and render judgment on her claim for the value of certain jewelry and other effects which were brought by her into the United States from Germany in 1928 and were sold at a customs auction in 1931 for nonpayment of duty. At the outset it is observed that section 2 of the jurisdictional act contains the novel direction that sections 1492 and 2509 of title 28, United States Code, “shall be applicable to this Act.” Section 1492 of title 28 empowers the court “to report to…
