MACK, Senior Judge:

Petitioner, Coalition for the Homeless (hereinafter “Coalition”), appeals the decision of the Department of Employment Services Office of Appeals and Review’s (hereinafter “OAR”) decision finding the claimant, Robert Dawson, eligible for unemployment compensation. Petitioner claims that the OAR erred when “it substituted its own judgment of the credibility of the witness” for that of the appeals examiner when it found that the “decision was unsupported by substantial evidence.”…
