RUIZ, Associate Judge:

John W. Compton petitions this court for review of an order issued by the District of Columbia Board of Psychology (“Board”) revoking his license to practice psychology for engaging in sexual harassment of a patient and failing thereby to conform to the standards of acceptable conduct and prevailing practice within his profession. He asks us to decide whether evidence almost exclusively hearsay in nature constituted the critical mass of “substantial evidence” required under principles of administrative law to sustain the Board’s decision.
