Claimant Zelma E. Callahan, a stenographer in the employ of the New York State Fair Office, Onondaga County, New York, was injured en route to Albany while a passenger in a State-owned vehicle driven by George E. Mireault, a State auditor in the Department of Audit and Control, on loan to the State Fair Office.

The claimant, who was entitled to certain compensatory time, had requested and received permission from her superior, the senior administrative assistant of the New York State Fair, to leave early Friday, October 21, 1949, in order to take a noon train to visit her sister in New York…
