Ramanand Persaud, a federal inmate appearing pro se, appeals from the district court’s grant of summary judgment in favor of defendants, John Doe, T. Butt,1 Tom F. Goforth, L. Walker, T. Kelso, C. Williams, E. Barby, J. Parker, and the United States of America. On February 19, 2004, federal authorities transferred Mr. Persaud from a Federal Correctional Institute (“FCI”) in Elkton, Ohio (“FCI Elkton”) to an FCI in Sehuykill, Pennsylvania (“FCI Sehuykill”).
