SHIELDS, Magistrate Judge:

This case was commenced as a qui tarn action pursuant to the Federal False Claims Act, 31 U.S.C. § 3729 (the “FCA”). Plaintiff Daniel Coyne, M.D. (“Coyne” or “Plaintiff’) brought the action as relator, seeking to represent the interests of the United States of America (the “United States”), the District of Columbia, and twenty-nine States (collectively the “Governmental Entities”).
