Appellee Brooklyn Salvage Corporation (“BSC”) filed an application with appellee Board of Municipal and Zoning Appeals of Baltimore City (the “Board”) for alteration of an existing conditional use of a junk yard. After a hearing, the Board approved the application on August 6, 1992. Appellants, Community of Curtis Bay Association, Inc. (“CCBA”), Concerned Citizens for a Better Brooklyn, Inc.
