MEMORANDUM OPINION
KESSLER, District Judge.
This case is a challenge to a decision by the U.S. Forest Service to implement Interim Guidelines as a part of a program designed to protect the spotted owl’s habitat in California’s Western Sierra Nevada national forests. A number of private timber companies, a trade association, and one local county allege economic and environmental injuries and bring claims under the National Environmental Policy Act (NEPA), 42 U.S.C. § 4321 et seq.
