In the case at bar, James H. Thomas (the Petitioner), a retired Maryland State Police (MSP) officer, argues that he is entitled to receive “special disability benefits.” This argument was rejected by the Board of Trustees of the State Retirement and Pension System of Maryland (the Board), Respondent.
