These are cross petitions for enforcement, and for review, of an order of the National Labor Relations Board directing Western Massachusetts Electric Company to turn over certain information to Local 455, International Brotherhood of Electrical Workers, AFL-CIO (the “Union”).1 It was the Board’s conclusion, contrary to that of its administrative law judge, that the Company’s withholding of the information constituted an unfair labor practice, in that it amounted to a refusal “to bargain collectively with the representatives of [its] employees” in violation of…
