The appellant 1 is the target of a grand jury investigation into allegations that he and others conspired to engage in commercial transactions with the Libyan government in violation of federal law. During conversations with an assistant United States Attorney in connection with the investigation, the appellant disclosed that he had consulted the Lawyer with respect to his transactions with the Libyan government. The United States subpoenaed the Lawyer to testify before the grand jury…
