MEMORANDUM AND ORDER DENYING STAY

The City of Pasadena is appealing the injunction issued on January 16, 2017 and wants this court to stay enforcement until the appellate court decides.1 A stay would likely result in another City Council election held under the map and plan that the court found to violate the federal Voting *585Rights Act and the United States Constitution. Based on the record and the applicable law, this court denies the motion to stay. The reasons are explained below.
