ORDER GRANTING PERMANENT INJUNCTIVE RELIEF
KORNMANN, District Judge.
[¶ 1] On March 3, 1999, the Court entered an order granting a preliminary injunction in this matter, Doc. 53. The parties were permitted to file simultaneous supplemental briefs on issues related to permanent injunctive relief. On April 12, 1999, plaintiffs filed a supplemental brief, Doc. 65. Defendants and intervenors filed motions for summary judgment, Docs. 68 and 73, which the Court deemed to be proeedurally improper and denied as moot, Doc. 109.
