MEMORANDUM OPINION AND FINAL ORDER
REBECCA BEACH SMITH, District Judge.
This case is before the court on defendants’ motion for summary judgment. For the reasons stated below, defendants’ motion is GRANTED.
I.Factual and Procedural History
The four plaintiffs, all university professors, filed a Motion for Judgment in the Circuit Court for the City of Norfolk on April 9,1998.
