Wilfredo Amaro d/b/a Amaro Collision Center & Towing, Eric Colon d/b/a Eagle Wrecker Service, and Celestino Talaman-tez d/b/a TNT Towing (collectively, “Ama-ro”) appeal a take-nothing judgment rendered in favor of Wilson County and Rick’s Towing Services, Inc. On appeal, Amaro challenges the County’s decision to award a two-year contract to Rick’s Towing to perform the County’s incident management tows.
